On Monday 16th, Minister of Electricity, Eng. Ziad Ali Fadhil, chaired a technical meeting with representatives of Harlow International Limited and CITIC Construction, the companies responsible for implementing and financing the Al Khairat Thermal Power Plant Investment Project, with a total capacity of 2,800 MW.
The meeting was attended by delegations from both companies, as well as senior officials and general managers from the Ministry of Electricity.
At the outset, the Minister underscored the strategic importance of the project, highlighting its role as a critical energy source in one of the country’s key load centers. He emphasized that the Holy Karbala Governorate serves as a central and strategic hub for the central Euphrates provinces and the national power grid.
The Minister further noted that this important project has received all necessary official approvals for implementation and completion. Designed to operate on locally sourced fuel from the Karbala Refinery, the project represents a significant investment opportunity that will create jobs and leverage Iraqi expertise while utilizing available national resources.
His Excellency directed the teams to accelerate financial closure procedures and urged swift progress on the project’s implementation. The project will be executed in two phases, each delivering a capacity of 1,400 MW.
